In communication of a letter ultimo from Consul Robertson to the Colonial Secretary, the Consul states that he has received your approval of the arrangement whereby Nwok-Cohiong is to be permitted to redeem his vessel for four thousand dollars. It is probable, however (for I was under that impression at first), that Your Excellency, when approving that arrangement, had not been invited to consider whether there had originally been any such violation of the Tientsin Treaty as to justify confiscation at all.
